State of Texas HUB Certification
Summary of Changes
The Texas Comptroller’s Office has restructured the Statewide Historically Underutilized Business (HUB) Program, removing eligibility for women and minority owned businesses and limiting certification exclusively to service-disabled veteran-owned businesses. The program is now called Veteran Heroes United in Business (VetHUB). Only veterans with a minimum 20% service-connected disability qualify. Changes are effective immediately as of December 2, 2025.
What Has Changed
- HUB certifications based on race, ethnicity, or gender are revoked
- Only service-disabled veteran-owned businesses remain eligible
- Existing contracts are not affected
- Statewide HUB utilization goals are eliminated
- Agencies will establish their own VetHUB goals
VetHUB Eligibility|
- Applicant owner must provide proof of 51 percent ownership and control of the day-to-day operation of the business.
- The owner must be an economically disadvantaged person and meet eligibility as a Service-Disabled Veteran with a service-related disability of 20% or greater.
The Applicant/Owner Must:
- Prove control of the day-to-day operations, and
- Hold company title equivalent to ownership and control requirements
What Decertified Businesses Should Do
Register as a vendor on the Centralized Master Bidders List (CMBL), update NIGP codes, monitor Electronic State Business Daily (ESBD) bid opportunities, and update subcontracting plans as needed.
